Mossley Mill The new Local Development Plan, will inform the planning framework for the Borough through to 2030 and following an extensive public engagement exercise, representations and views have now been considered by the Council and worked into a Draft Plan Strategy. The key issue relates to DAERA which, because it has a role in relation to the discharge of its functions as the consultation body for the purposes of the Environmental Assessment of Plans and Programmes Regulations (NI 2004), may be viewed as having a conflict of interest.
